HSE to review building regulations guidance
The Health and Safety Executive (HSE), in its role as the building safety regulator (BSR), is launching a major review of how building regulations guidance is produced, updated, and communicated to the construction industry.
The review, announced by deputy prime minister Angela Rayner during a Commons debate on the Grenfell Inquiry Phase 2 report, will focus on simplifying the Approved Documents (ADs). These documents offer detailed guidance on meeting the functional requirements of building regulations but have faced criticism for being overly complex and difficult to navigate.
The move is aimed at improving safety and quality in construction by making compliance more straightforward. “This review is a crucial step towards ensuring guidance is clear, accessible, and easy for the industry to use,” said a spokesperson for HSE.
Approved Documents cover a range of building aspects, from fire safety to ventilation, and are a key resource for architects, builders, and other professionals. Simplifying their content could address long-standing concerns and lead to better outcomes for the industry and building users alike.
