Cemex EMEA welcomes José Antonio Cabrera as new regional president

Cemex has announced the appointment of José Antonio Cabrera as president of its Europe, Middle East and Africa (EMEA) region. He steps into the role at the beginning of April 2025, taking over from Sergio Menéndez.

In his new role, Cabrera will oversee Cemex’s operations across EMEA, including cement, concrete, aggregates and logistics, with a focus on continuing the company’s strategic goals in safety, customer satisfaction, and decarbonisation.

Cabrera has been with Cemex since 2000, working in various roles including strategic planning, operations and trade. Most recently, he served as general director of Cemex Cluster Caribe, overseeing operations in the Dominican Republic and Puerto Rico.

He now brings that experience to the EMEA region, where he will lead efforts to support the company’s net-zero commitments, as outlined in Cemex’s global ‘Future in Action’ strategy. Among the goals are cutting carbon emissions per tonne of cementitious material to below 430kg by 2030, increasing alternative fuel use to 55%, and reducing Scope 3 transport emissions by 30%.

In a statement, Cemex confirmed Cabrera will also continue to prioritise a safe and healthy working environment, improve customer satisfaction through customer centricity, and support financial growth while progressing towards carbon neutrality.

Cemex said Cabrera would leverage the company’s expertise and resources to deliver innovative solutions and maintain the region’s position as a key contributor to the global business portfolio.
