New concrete planning consents in November

Coltman Precast Concrete

Since the beginning of November, BDS has identified two concrete and cement consents and one outstanding application for a new batching plant across the country. One in the West Midlands, one in Yorkshire and the Humber and one in the East of England. The applications were submitted by Coltman Precast Concrete, Newlay Readymix, and Three Maids Property, respectively.

The first application, submitted by Coltman Precast Products in August 2024 to Lichfield District Council, seeks to establish a new concrete manufacturing facility dedicated to producing lift shaft moulds. Coltman Precast, a subsidiary of the Ibstock Group, will build this facility within their existing precast manufacturing site. Approval has been granted to operate this facility as a supporting function to Heidelberg Materials’ sand and gravel quarry located just north of the manufacturing site, due to parking and traffic permissions.

The second approved application is for a site in West Yorkshire. Kirklees County Council approved planning application for a new concrete batching plant in Dewsbury. Submitted by Newlay Readymix, this facility will replace the current plant on-site, which is due to be relocated to make way for the upcoming Transpennine Route Upgrade, a rail improvement project intended to enhance the network between Manchester, Huddersfield, Leeds and York.

Lastly, an application for a concrete batching plant in Suffolk, East of England, remains under review. This proposal includes the extraction of 3 million tonnes of sand and gravel and the processing of inert waste. Although initially approved in March 2024, the application is undergoing redetermination due to objections raised by nearby residents concerning the proposed site’s impact on the community.
