Government launches £80 billion Construction Framework
The UK government has announced plans for a £80 billion construction framework to centralise procurement across departments and public sector bodies. The framework, called Construction Works and Associated Services including Healthcare and Offsite Solutions, is managed by the Crown Commercial Service (CCS).
The framework will run for over seven years, including a three-month mobilisation period, and will cover a range of sectors including health, education, housing, and defence. It is also open to global suppliers, with provisions for overseas work.
“This agreement will allow buyers to access traditional and modern methods of construction and their associated services, supporting public sector infrastructure projects across the UK,” a CCS statement said.
The framework will support both traditional construction and modern methods, such as offsite manufacturing and modular builds. It will also cover services like design, supply, installation, maintenance, and temporary or permanent building solutions.
The CCS expects to begin market engagement in January 2025, with formal procurement starting in January 2026. Contractors and suppliers interested in bidding must register by emailing CCS by 13 December 2024.
For the NHS, the framework is expected to align with the upcoming Procure Framework (P24) for NHS capital projects, ensuring a unified approach to design and construction solutions in healthcare.
The government describes the framework as part of its efforts to simplify procurement under the upcoming Procurement Act, which comes into effect in February 2025. The act aims to increase transparency, streamline processes, and create opportunities for small contractors by focusing on "most advantageous tenders," considering social value alongside economic factors.
